The Scart to HDMI converter (analogue -> digital) from smart electronic basically works with devices that output an analogue Scart signal. However, the Nintendo 64 typically uses cinch composite video and audio connections (yellow, white, red) and not a Scart connection directly.
The Nintendo 64 therefore requires a special HDMI converter or adapter that converts composite or S-video signals to HDMI. Such adapters are available for the Nintendo 64 and upconvert the analogue signal to 720p or 1080p in order to connect it to modern televisions with HDMI.
The Scart to HDMI converter mentioned here is not directly compatible with the Nintendo 64, as it requires a Scart input, which the Nintendo 64 does not offer. To connect the Nintendo 64 to an HDMI TV, you need an adapter that converts composite video (yellow) and audio (red/white) to HDMI, not a Scart to HDMI converter.
To summarise: The Scart to HDMI converter does not work directly with the Nintendo 64 as it does not have a Scart output. For the Nintendo 64 you need a composite to HDMI converter.

I use the first.
We have the converter between a Wii and a Samsung Q60. Only the 720p mode works for us. With the PC setting (on the Samsung TV), Mario runs smoothly and synchronously through the world again. With other settings there was often a delay. The quality is terrible, but what can you expect from a Scart on a 4k TV... Nevertheless, this adapter saved our Wii.
