Hello, this is normal. You may be confusing it with the internal meat temperature, e.g. for pulled pork, which should be 80-95. To achieve this over a longer period of time, you do not need this exact temperature, but slightly higher. The slight simmering is also normal and should be like this. So everything is fine!
