You should buy it, if you want to get into Aio-watercooling, but you don't want to spend a fortune and still get good quality and performance.
I'm very happy with it and it keeps my ryzen 7 1700 @3.9 Ghz under 60 degrees Celsius at full load. (Caution: your results may vary, based on the airflow of your case, the fancurve you made/your fan configuration or the overclocking capabilities of your processor/voltage your processor needs to reach the mentioned clock speed of 3.9 Ghz)
