I will be able to give you a better answer in a fortnight because this particular tablet is waiting to be offered for a birthday. However, if you are in a hurry, I'll put a little comment in advance ;-) I've had a Wacom tablet for 11 years and I'm already fully satisfied with this model. The idea was to create illustrations but without being very talented myself or even less professional 😛 and between the very well done software and the easy to use tablet, I was able to create a lot of illustrations.I think that Wacom products are well made, it is not by chance that the brand is leader in its field ;-)
According to research, the Wacom Soft Case Medium should fit the Wacom One.

Yes, the Wacom one behaves practically like a screen. The Wacom One requires an HDMI slot as well as a USB.
It works with Windows, I have not tested other systems.

So from Wacom there is a software and you download that and then it's ready to use.
I'm not sure I understand your question. You have the choice to use it without displaying the display on another monitor. You can also use it with the display on the tablet and on a monitor simultaneously, choosing split or extended mode. However, it must always be connected to your pc's graphics card output in addition to the rest.... which can become cumbersome and inconvenient.
Dear Dominic Unfortunately, I can't say whether the replacement tips are available here. I've been using the Wacom for a year now - I'm thrilled - and I don't see any wear on the first tip yet. (I need this as a notepad replacement to save sketches and calculations directly as pdf). Greetings Peter

No, the Wacom One has no memory. The Wacom One can only be used when connected to a PC/Mac or Android Mobile. It has no built-in battery and must be connected to the power supply. You can think of it as an additional screen with pen for PC/Notebook/Mac. Except that you can actually draw with the pen. Unfortunately, I don't know of any other devices.

The easiest option would be to buy an HDMI splitter, which would give you 2 HDMI inputs.
To connect it to a screen/laptop requires the cable, for pen use no cable is needed
The Wacom One is not a PC. It is merely a display with touch function and can be connected to a PC or laptop via HDMI. An operating system is therefore not necessary for the Wacom One.
