There are certainly various suitable filter systems on the market. Screw filters make little sense with graduated filters.

For me it would be too little. But Tamron is reducing weight, size and price at the expense of focal length range and features. I would also take a look at the FE 12-24 G. An extreme lens and still relatively compact and light.
