I assume by "splicing" you mean cutting open and connecting something else. That should work. If you really need 3 amps, you need to find the right USB power supply, preferably without any fancy bells and whistles, so that no more than 5 V is supplied under any circumstances. This would destroy the connected device destroy the connected device. So no Power Delivery etc., there is no AI in the cable that controls the USB power supply.

You will almost certainly have worse things in your household.... As long as they don't lick it, the health risk is minimal.
