Could I theoretically also splice the cable and use it as a 5V 3A power source?

I assume by "splicing" you mean cutting open and connecting something else. That should work. If you really need 3 amps, you need to find the right USB power supply, preferably without any fancy bells and whistles, so that no more than 5 V is supplied under any circumstances. This would destroy the connected device destroy the connected device. So no Power Delivery etc., there is no AI in the cable that controls the USB power supply.

The title does not seem to match the photo, is this correct? The title suggests a 5.5 x 2.5 mm round connection, whereas the photo shows a 5.5 x 2.1 mm connection.
