Could I theoretically also splice the cable and use it as a 5V 3A power source?

I assume by "splicing" you mean cutting open and connecting something else. That should work. If you really need 3 amps, you need to find the right USB power supply, preferably without any fancy bells and whistles, so that no more than 5 V is supplied under any circumstances. This would destroy the connected device
