Hi. I only use this server for network booting with a boot image and only sporadically. The power consumption is therefore not important for me. However, I think that it will be rather low, since this server has rather few components that need power compared to, for example, an ML model.
It has a place for a DVD drive at the top. You could also put an SSD here - as far as I know there even is - ah, here: HPE MicroSvr Gen10 NHP SFF Converter Kit - apparently you still need a SATA cable.
I have not installed any additional RAM, but I doubt that it will do any good. The CPU is quickly at its limit and thus the 'server' is not really usable as anything more than a NAS...
If you are planning a Raid array, this is not recommended, as too much of the disk would be unused. Otherwise, of course, no problem. It should be technically possible.
You can download and install ClearOS as an OS from HP. However, it is not pre-installed. It would also lack memory, as no hard drives are included in this offer.
I have been using it continuously for almost one and a half years. It works. Moreover, the manufacturer is HPE, which only makes hardware for continuous operation.
Have 4 x 4 TB running and this without the slightest problems.

Linux runs without problems on the server. I have successfully installed Debian 9 on ZFS. Like all "hardware" RAID controllers, the one installed here is unusable, so if you don't need ZFS/btrfs, software RAID with mdadm is recommended (and then set up each disk separately in the BIOS).
