The Dell u3223qe offers this function, yes (connection from monitor to monitor via DP), but I cannot say whether it works with the LG. I think your LG should at least have a DP input...
Yes, I use the monitor in exactly the same way with a USB C cable, which includes the monitor signal and network and also charges the MacBook at the same time (I use it with a MacBook Air). Besides the picture quality, that's why I'm very enthusiastic about this monitor.

Since the technical specifications at Digitec are sometimes not 100 correct (and sometimes missing), it makes sense to check the manufacturer's specifications. With the model designation U3223QE, you will get the 11 connections that are also listed on the manufacturer's page.

No the border is about 10 mm at the bottom of the screen and about 7 mm on the other three sides.
