The Dell u3223qe offers this function, yes (connection from monitor to monitor via DP), but I cannot say whether it works with the LG. I think your LG should at least have a DP input...
Yes, I use the monitor in exactly the same way with a USB C cable, which includes the monitor signal and network and also charges the MacBook at the same time (I use it with a MacBook Air). Besides the picture quality, that's why I'm very enthusiastic about this monitor.
