no. All new Macbooks have USB C.
However, since USB C is standardised, you can use most USB C power adapters from other manufacturers (with the corresponding performance) for new Macbooks.

It depends on what you want to charge. Basically, the larger devices have a larger battery, which therefore requires more power to charge. If you use the smaller charger, it will simply take longer.
The cheap one should be a bulk delivery. In other words, not the same packaging, but simply thrown into a bag and shipped like that for Apple standards... No difference for your laptop.
