Question about CSL USB sound card surround sound, mini external USB sound card with volume control

Theoretically, I could output a single sound, let's say music from Spotify or Youtube, and input it again immediately. So that I can then adjust the volume at the end via the small rotary wheel. Could it work like that or am I thinking too simply?
