If I replace all the toners it costs about 700Fr.
Is that right or am I wrong?
If the toners start to run out, should I buy a new printer and get a better price?

Answer

The invoice is correct. However, the toners in new printers are not always 100% full.

[Addendum 29.01.19] The invoice is not quite correct. The toners supplied are only setup toners. They are usually only sufficient for the installation and a certain limited number of pages.
