Can this cable be used to connect a device (e.g. laptop) to a monitor (e.g. LG) and operate it at 4K, provided both have USB-C or Thunderbolt connections?

Yes, it should work with USB 3.1.

This cable from Sandberg supports USB 3.1, which theoretically enables data transfer of up to 10 Gbit/s. A 4k resolution at 30 Hz should therefore be possible.
