I have a Porsche Book One (it's even a bit more powerful than the SurfaceBook 2) and I charge the device with this powerbank as fast as on the mains.

Depends on the version of your Mac Book Air. If you have USB-C or Thunderbolt (on your Mac Book, then it works with the included USB-C to USB-C cable.
Charging a Surface 2 does not work for me.
You can load it once. Yes, you can take it with you in your hand luggage without any problems.

According to the product description, an output of 20V and 2.25A is possible, so it should work. I don't have any experience with the Samsung notebook, but my Thinkpad is charged with the specified 45W via PD without any problems.

There is no information about resistance to water/moisture in the technical characteristics. There is an LED display and a button on the top. There is no protection against water at all. Nor is there any on the front side, where the various USB ports are located.
