Can I use it to charge a notebook that requires 19 volts, 2.1 amps in the supply? It is a Samsung Series 9.

According to the product description, an output of 20V and 2.25A is possible, so it should work. I don't have any experience with the Samsung notebook, but my Thinkpad is charged with the specified 45W via PD without any problems.
