I have not tried it myself. Apple writes the following: "27-inch iMac models introduced in 2009 and 2010: Use a Mini DisplayPort cable to connect your iMac to a Mini DisplayPort or Thunderbolt or Thunderbolt 2 port on the other Mac."

Yes, it should work, Thunderbolt 1 & 2 ports are fully compatible with Mini Displayport. Whether the Macbook Air can drive all the pixels of a 4K display is another question, you may have to expect reduced resolution.
