Sony FE 70-200mm f/2.8 GM OSS II is the newer lens (Roman 2 at the end) - lower weight - lower focusing distance - higher resolution, for high sensor resolution - faster. I still have the old one and I am completely satisfied, even on a 60 MP camera.
There is no Alpha II. What are you talking about? Alpha 7 II? Alpha 7R II? Alpha 9 II? Alpha 77 II or 99 II? The latter has an A-mount connection. So it doesn't fit. For the 7 II and 7R II with E-mount, however, it fits. For whale watching it is probably much too short unless the whales are very close. I would rather buy a 100-400.

Yes, that's always good. Then sooner or later the predecessor will drop in price. And new is always better. The question you have to answer for yourself is whether it's worth the extra price for "2% more performance" :-D. Besides, it's tactically smarter to wait a moment when the new model is out anyway. Unless you need the latest one immediately because the predecessor doesn't take good photos anymore :-D
