I'm running an AOC monitor at that resolution with the cable, so yes.
The cable is bidirectional and can transmit the image in both directions (the source device can be both HDMI and DVI). I have no problems with the cable, but I only use it with a monitor with integrated speakers, so the sound quality is usually not that great, but I don't have any annoying noises.
According to my information, the cable works in both directions because HDMI and DVI use the same transmission protocol.

Yes, that should work. However, why don't you use DisplayPort on the monitor? Or USB-C on the laptop? Would probably be the more elegant solution signal-wise, although more expensive. So an HMDI-DP cable or USB-C-DP cable.
We use exactly this cable to connect a laptop with DVI to a screen with HDMI. Works perfectly!
