The station transmits the measured values to the server (Internet) via the WLAN. The Netatmo app (iOS) retrieves the data from the server. For this reason, registration on netatmo.com is also necessary. The outdoor receiver transmits its measured data to the main station via Bluetooth.

The basic set is always 2 modules. The small one can be used outside or in another room. But you can also use a different meter, depending on what your goal is. I have both Netatmo and Eve Room (https://www.digitec.ch/de/s1/product/eve-room-heimautomatisierung-9580950). The advantage of Eve is that it is compatible with Apple Home Kit and other services.
As far as I know you can't communicate directly with the station, but you can get the data from the Netatmo server.

The connection is by radio. For me, the signal is sufficient between the ground floor and the first floor, but not between the ground floor and the basement (although no other signals go through the ceiling in our house).

The references found mention a HomeKit-compatible NWS01-EU version, but not specifically the NWS01-EC version. It is therefore likely that the NWS01-EC version is not HomeKit compatible, or at least this information has not been officially confirmed.
Not all sensors require a direct WLAN connection. The outdoor sensors connect to the main module via a radio interface in the 868 MHz range, which then sends the data to the network via WLAN.
