Recording has only a secondary connection to the graphics card. The processor is important for recording (or streaming). If it "stutters", the multicore performance of your processor may not be sufficient.

Hmm, I actually only hear the fans of the CPU water cooling when idle. The card gets louder under load, but much less than my old card.
So according to 3DGuru benchmark the card is 29db at idle, only 37db under full load. Maybe there really is something wrong with you.

The CX650M comes with extra cables that you should plug into your power supply. You would have 4 such 6+2pin connections and you need 3 of them. You must connect 2 such cables to your power supply (2x 6+2 per cable). These cables are included in the delivery of the power supply. Otherwise you need a new power supply: be quiet! Try switching off your onboard graphics in the BIOS and unplugging the cable.
I used three separate PCI cables because the card draws 330 watts. If only two cables are connected, the card should not start at all.

The performance is sufficient, but you should be careful with the connectors. If your mainboard requires two 8-pin ATX plugs, the connections will run out. If you want to make sure that it runs properly in combination with everything else, and since I don't know what else you have in the system, I would recommend you go for the 850, which has plenty of reserves and enough connections for almost every combination.
