RAM and HDD have to be bought separately. I'm not sure because I can't test it, but the i7 should be able to do 4K. But it depends on what you want to do with it. Mine runs Win10 flawlessly.

Bought the NUC i7 a week ago, and yes, 4K over HDMI works, but only at 30Hz for me (feels slow/jerky to work with, but should be ok for movies). For 60Hz, I had to connect a DisplayPort cable and set the monitor to DisplayPort 1.2. You need a cable with a mini-DP or mini-HDMI connector. Video: I did not try 2160p30 and H265. 1080p60 via LAN runs smoothly (H264). I only put Linux on it (Fedora), runs out of the box, no driver fiddling necessary. External hard drive with large files is no problem, but I haven't tried it with NTFS.
