It's supplied in packs of two, yes it's rechargeable, but I don't know if it's compatible with an Oregon 300, but I'm fine with an Oregon 750. I've abandoned this system in favour of independent rechargeable batteries, AAA like Duracell, which are more reliable in the long term.
The Battery Pack is designed so that a small button is pressed which lets the device know that the battery is inside and can be charged accordingly. With normal batteries or enelops etc. the switch is not triggered and the batteries are not charged. However, this can be mechanically circumvented (see Youtube) so that enelops can also be charged.
Sure, the battery has 2x 2000mAh; my rechargeable batteries have 2850mAh, which is quite a difference. The advantage of the rechargeable battery is that you can recharge it without taking it out of the device, so you don't need a charger.
