From my point of view, definitely. I have been using this sound card for a long time and am very satisfied.
And as of today even 10.20 :-o
At the end of the card there is an HDA FP connector. You must plug the HD AUDIO cable, which is now plugged into the bottom left of your mainboard, into this card.

Neither, it is new, bulk means no nice packaging, everything in a plastic bag with all necessary cables and possibly with driver/instruction CD.
