But as far as "different places" are concerned, it depends on what you have planned. In the end you have two "strings of lights". Not 8 strips that are controlled individually by the Commander Pro. But in the chain they are also easier to control. The extension pieces also fit between the LED strips. So you are quite flexible.
Yes, you can connect 2 hubs to the two USB headers on the Commander Pro. I also did it that way. 10 fans + 2 temperature sensors. I recommend that you possibly add one or two PWM splitters.
You only have 2 LED inputs...So yes you can control the LEDs of the 2 fans (or LED strips) you plug into it via iCue but you'd better get a Corsair RGB Fan LED Hub which allows you to plug 6 LEDs into 1 LED output, so you'll only have to deal with one LED input of your PRO controller.

Could be many reasons. Have you connected everything correctly? Have you updated the software? Have you specified the number of fans and the correct fans in the softwear? If you have all this, it should work
I think one per USB 2.0 header on your mainboard. I would not chain them together.
Yes you can. You just need two commander core, then you can supply 12 fans with rgb but only six for the rotation. It would make more sense for you to get a node pro and two commander cores for the rotation either via the board if you have enough connections or simply split it with Y-connectors so that you can run two fans on one connection. Of course, you can also buy 2 commander pro, but that would be the more expensive option.

You don't need an additional usb cable, you can either connect both directly to the MB, or the second to the first with the normal usb connection.
The Commanders pro do not have to be connected to each other. They can be connected directly via the USB port on the mainboard.
