No, this is not possible with a Canon EOS SLR. However, you can use these lenses with a mirrorless camera system. This does not have to be from Canon. For example, the Sony Alpha 7 series is very popular for adapting old lenses. There are adapters from Canon FD to Sony E (mainly from China but also from the company Novoflex).
Unfortunately, the supplier himself is still waiting for a subsequent delivery from the manufacturer. There is currently no information on availability.
The specifications of lenses for SLR/DSLR cameras are always without the crop factor, which can be different.
The maximum aperture is clearly marked on the front of the lens. Whether you can conclude 22 or 32 (I don't know) is rather irrelevant, because you hardly need it because of the diffraction blur.
