Yes, that's what the meter is for. It adds up the kilowatt hours and the price until you reset it. Amps, Volts & Watts are of course only displayed during the current consumption. And so that you can also install the device in inaccessible places, it needs a battery so that you can read the values after unplugging it. You can reset kilowatt hours and the price by pressing and holding the Func button. All other settings are retained. And by the way, the enclosed operating instructions are very good, multilingual and easy to understand.
It should function without battery. As far as I remember when I first plugged it to try it did run fine, before I inserted the battery (which is included). Without battery it will lose all data as soon as it is unplugged however.
