Yes, you can do that. The monitor has two different HDMI connections, whereby one with version 1.4 only offers 4K with 30 Hz. With the other, version 2.0, 4K at 60 Hz can be operated without problems.
Yes, the monitor is very well suited for photo editing. However, it "only" covers 100% of the sRGB colour space and needs to be recalibrated. In the factory settings, the colours are a little too cool.
