No, this is not normal, no matter what settings you have in the mainboard. After switching the switch to Off, there is a complete disconnection from the mains. This means that there is absolutely no more power. If, as in your case, your CMOS lamp still lights up, the switch does not properly disconnect the line and current still flows through. After switching the switch, it should be as if you disconnect the plug.
The one I received came with an EU plug in the box. A swiss plug cable was provided from Digitec seperately.

With no other devices on the same fuse this should be ok. Since the power cable can be plugged into the PSU would an adapter the wrong solution. Digitec has to provide you with a correct swiss plug. - - - - - - - - - - - - - - - - - - - - - - - - - Digitec (or any other Swiss dealer) is obliged to deliver electrical devices with a Swiss plug. If the device comes with a foreign plug, a suitable replacement cable should be supplied if the power cable is pluggable or, alternatively, if the power cable is firmly connected, a suitable adapter should be supplied. If the device comes without a suitable plug, complain to customer service and insist on a cable or adapter, free of charge. Why should that be harmful? The power supply only delivers as much current as needed^^
I don't think there is a direct adapter from C15 to C20, because that contradicts the logic a little. But would something like this be possible? Steffen conversion plug (3-pole type J) But why do you have a Schuko adapter on a power supply cable? If a cable is pluggable, you replace the whole cable and don't put an adapter on it.
