This is because the photo shows the layout for German/Germany. You have received a keyboard with a German/Swiss layout. Just order a version for Germany or Austria and you will get the keyboard you are looking for.

This keyboard is without Touch ID.

Hoi - so with my Magic without numeric keypad with Bluetooth and with TouchID, I can switch off Bluetooth (on the Mac) and then plug in the cable (Lightning to USB-C) on the Mac and the keypad then works (still) - what probably won't work on the Windows PC is TouchID (I've never tried it because I don't have the Win stick ;) ). No guarantee... but I just tested it on my Mac. Happy holidays and LG

This version has an integrated battery which is charged via a Lightning to USB cable (included). According to Apple, the battery lasts about 1 month before you need to charge it again.
I received a US layout and therefore had to send the keyboard back... Either this was a mistake in the delivery or the description is wrong.
