Can I print from my Android phone using the HPeprint app? Do the printer and the phone have to be on the same Wi-Fi?

If both devices are on the same WLAN, it works. I have never tried it any other way - so I can only answer your first question (= yes). By the way, I don't even need the HP eprint app - my phone recognises the printer on the network directly from the PDF reader.
