would this power strip protect my pc from damage in the event of a power failure such as a lightning strike or in general if a fuse blows?

Well, it's still a bit early in the morning, but...
Power failure and blowing a fuse is completely different from a lightning strike.
The former means no current or voltage, the latter means too much, far too much voltage.
This power strip can only help against overvoltage (e.g. lightning strike).
