Will it work with a Latitude 5320 business laptop to transfer to an HP E241i IPS display?

I have not tested the specific combination, but so far the cable has worked with all laptops (HP, Apple, Lenovo) on my Asus ProArt as well as on various HP displays. USB-C to DisplayPort is largely foolproof unless you use extreme resolutions or frequency rates.
