Will it be possible to connect my SONY RX10 M4 camera with its built-in Bluetooth function using this dongle on my PC (instead of a smartphone)?

With this device providing all the bluetooth functionality, I would say yes. If your camera doesn't have any proprietary quirks with the standard, that should play.
