How long are the hoses exactly? I can't find this data anywhere. It looks like you can orient the hoses anywhere on the CPU, right?

Is the cooler also compatible with socket 2066 or not? And is it sufficient to cool an i9?
So why Intel water cooling? Intel has no idea in this area. I would go for Corsair. And spend at least 120Fr there. What exactly do you want to do with your i9?
If you only game from time to time, then get my AMD Ryzen R5 1600. It will last you at least 4 years and you are well served with it. The I9 is pure bullshit and grossly overpriced. In my eyes, the situation is currently like this: AMD > Intel
