Yes, just tested with this model: Hunting wild boar on the plateau for an estimated 10 minutes brought my battery level from 71% to 73%.

My current powerbank has an output of 5V/2.1A and charges the Switch during operation (Zelda). Theoretically, this powerbank, which has an output of 5V/2.4A, should also be able to do this.
