The batteries are rated to work in operating temperatures from -18 to 55 deg. celsius. The capacity will be lower with sub-zero temperatures as with all other batteries. The lower temperature to lower actual capacity you can pull from a battery. Lithium batteries are more resistant to the cold than e.g. alkaline.
Thank you for the insight, this is good to know they are rated for this high temp range.
Indeed, as you go lower in temperature, Li-Ion batteries (as in electric cars, scooters, etc), the actual energy capacity (mAh/Wh) and current/power (Ah/W) you can draw from them goes down, more or less proportionally with their output voltage (don't take my word for it).
If you bring them back to warmer temperature, the voltage/current/power draw come back up.
