My wife has an iPhone 12 and I have a Galaxy S9. My phone will actually last me a long time. Only the portrait mode of the iPhone camera is really HAMMER! The portraits of the iPhone are really beautiful and have a great bokeh effect in the background. Can I expect something similar from the Galaxy S21 Portrait Mode? That would then be a real reason for me to update to the Galaxy 21. And do the more expensive 21+ or 21 Ultra variants have any advantages in terms of Portrait Mode?
The cameras of the iPhone and the Samsung Galaxy S21 are both on an extremely high level. So high that it often comes down to personal preference. In portrait mode, both have awesome software. I would even say that the S21 has slightly better edge detection and better bokeh. In return, the iPhone does nicer skin tones and colours. Of course, the camera is a bit better on the more expensive models. However, the "normal" S21 is already very good, so it would be perfectly adequate if you were only looking at the photos. You can find a comparison of the three smartphones at the following link:

I personally own an S21+ and am thrilled with the camera. The pictures are razor sharp and the portrait mode also looks great (the bokeh effect can be adjusted and also looks good with the front camera). With the smaller models, you will certainly also notice a big difference compared to the S9, but it can be assumed that the main camera is somewhat less powerful. Whether you would notice this effectively is the other question, since the cameras have become so good in the meantime.
