They are starter toners, but it is quite unclear how big they effectively are.
The question is therefore more difficult to answer than it sounds. Unfortunately, the printer only gives a percentage indication of how full a toner is when it comes to the toner. I didn't see a page count anywhere, although it actually counts pages (see Kassensturz test from 22.1.2013). So you can only work it out over time how big the supplied toner effectively is. This is probably deliberate. As a buyer, it is difficult to assess from this information whether it is actually a starter toner.

I read in a test report that it is supposedly enough for 1700 pages of black and 900 of colour each. That would still be quite lush compared to others. 

However, the page counter can be reset quite easily (see Kassensturz) and the starter toner can thus be printed really empty. A new toner is quite cheap and very cheap alternative toners for this printer have been on the market for quite a while because the counter is in the printer and not in the toner.

All in all, it now doesn't matter how big the starter toners that come with the printer are: At any rate, at the current price, it's not a killer argument. For me, the situation with the counter reset was a selling point in the end.

Yes, it comes with toner, all four necessary colours (BL/C/M/Y). When it comes to pages, that's a difficult question to answer. It depends on how you use the printer. I would say about 500 pages b/w (one pack of print paper) + a few hundred colour pages.   For you, that can be more or less depending on how you use the machine. It is certainly cheaper than an inkjet printer.
