Is the poweroutput on the KVM/USB-C enough to charge a laptop? using a standard DELL laptop (I guess 40Watts of power). They say "you can connect your mobile or tablet i nthe video".

You can connect your mobile phone means it can output max 10 Watt. It's not intended for Notebook charging.
Besides if you attach your mobile phone to that USB-C you can KVM it.
