Nein, Dual-Link DVI Anschluss have to have power as they require a circuit too and not only a cable. Any DVI to HDMI cable or adapter that does not require power, by example via a USB, is a single link and will not work as a Dual-Link DVI Cable.
Sorry, I cannot answer your question exactly. Perhaps it will help if I describe my cable use: I use the cable to connect an HDMI output on a mini PC (Zootak) to an older 18" monitor that only has a DVI-D connection. This works tip-top. However, when updating the graphics driver, I have to use a monitor with an HDMI connection, otherwise the screen goes black.
