You can only install original HP cartridges. But if you activate + you get free ink for 6 months (max 700 ppm). I bought the printer 3 weeks ago and activated + and received four 3JA8*A cartridges for free last week. You can cancel the contract after the deadline, but as I said, you can only use original cartridges.
I have recently purchased the HP OfficeJet Pro 9010e. I have not yet installed HP+ and the printer works with HPScmart via WLAN both with my modest ACER Spin SP314-51 notebook and via my mobile without any problems. All other printer functions, especially the double-sided scan, also work perfectly and, in my opinion, quickly for a printer in this price range. I was also able to install HP Scan without any problems. Necessary if you want to use OCR! As I understand it, HP+ is particularly useful in the cloud and when you need to buy new printer cartridges. However, you can then only use HP original cartridges.
Just don't activate HP+, ever. I think the caetridges that come withit are HP+ and wont work if you try to use them without subscribing. Just buy normal 963XL cartridges and put those HP+ ones aside.
Also disable firmware updates and do them manually and only if really necessary.
Don't use the full software suite to install drivers and apps or accept installing "additional software for your printer" that comes from Windows.

I currently try to make non-HP cartridges work with my printer 9010 non-"e" but the firmware from 2021, that I specifically blocked from upgrading, was installed and is blocking them... So HP installed a firmware without asking, now I even blocked the printer from leaving my network...
