Is it correct that the Mavic 4 now falls into category A2 and not A1 like the Mavic 3? In other words, you have to obtain the A2 licence to be allowed to fly it at all?

Digitec's response on this subject is incorrect.
Given that the drone weighs more than 900g at take-off and has a category 2 (C2) CE mark, i.e. is in the "Open" category, A2 certification is compulsory.
A2 certification is compulsory. (A1/A3 theory + A2 exam) at the FOCA offices.

So according to the relevant sources, it's relatively clear:
With certificate A1/A3 → you are allowed to fly, but only under A3 rules (150m distance to residential, commercial and industrial areas, no uninvolved persons in the vicinity). Anything less than 150 metres away requires an A2 certificate.
