Is it correct that one usb c port is used for charging and the other passthrough is only used for stabilisation and thus functions completely like a port from the macbook pro itself?

Yes, the Macbook can only be charged via the left USB-C port on the adapter. However, the right port also outputs power to charge an iPhone, for example.
