Is it also possible the other way round? So bring the HDMI signal of a DVD player to a SCART connection of the TV? And does the picture on the TV then also have 720p?

Pure analogue video signals are in the Scart connection. VGA resolution 640x480.
According to the operating instructions of the unit, this does not work. You would have to look for another converter...
Wikipedia gives good information about various TVs and video standards...
