In principle, there is no binding rule [1]. According to IATA, you could even take a powerbank with more than twice the capacity [2]. However, Digitec contradicts this statement in a not too old blog post [3]. Therefore: simply ask the airline. A small bank for your mobile phone should not be a problem.
