Question about Canon PG-540 BL EUR SEC

Hello, for this Canon ink cartridge, what do the abbreviations "EUR SEC CF" in the title mean? Does this have anything to do with quality, volume, origin? Is it a genuine Canon cartridge, and recognised as such by the printer (so that it doesn't break down afterwards, as it does after installing generics? Finally, a price that's back down to more reasonable (albeit exaggerated) values, from the days before the Ukraine/Kovid/Kaza wars ...
