Hello everyone Can rice be cooked (at the bottom of the appliance) and vegetables steamed (at the top of the appliance) at the same time? Thank you!

Of course, that's no problem.

I've never tried it, but as the vegetable basket sits on top of the rice bowl, I don't see the problem, except for the cooking time, which may be different.
