Hoi and no, it is simply an external hard disk that is connected to the PC via USB-C - you can transfer the photos from SD to this disk on the PC (copy/paste) - but I don't know whether this disk then works on the iPad - directly rather no, because the disk needed more power than the iPad provides on the USB-C; see also this page on Apple:

Alternatively, you can use a port replicator with an SD card reader for your iPad (depending on which one)...
