For the full starter kit of the new Raspberry Pi 4 8GB is there a fan included ?
Kit isn't Kit. The one from your youtube video is called Cana Kit wich is total diffrent to the one that Digitec solds. Biggest diffrence, beside the missing fan, is the heatsinks that no Kit has included that Digitec sells.

No, because its not possible to attach a fan to the plastic case. So why should there be a fan included to this set. Search for the Flirc case. Thats a really good aluminium case without a fan as it connects the Soc (CPU) to the case.
