Does this version actually have 4 CH plugs without a cover (i.e. not sealed?)? Can all 4 connections be used as shown in the photo?

Yes, there are 4 Swiss connectors, including 3 with covers... which can be removed very easily. Note that the covers are there to ensure that the product meets Swiss and European standards.
